The Escondido City Council at its July 29 meeting adopted BESS (Battery Energy Storage System) guidelines that largely mirror San Diego Countyu2019s guidelines, which the city has been working closely with. It approved the ordinance 5-0. The council heard from Escondido Fire Marshal Lavona Koretke followed by a public hearing before adopting ordinance 2026-09. Koretke said the fire department has maintained a strong partnership with the County in developing BESS guidelines.
