The European Commission proposes integrating permanent carbon removals into the EU ETS from 2031, with public purchasing of 250 Mt by 2040 and possible high-integrity international credits from 2036, supporting Europe’s net-zero goals, industrial competitiveness, and carbon removal industry and jobs
